Decision 1 is to remove the Alice Springs and Darwin taxi licence cap.

Summary
To be removed over an annual staged term of 5 years.
Until the cap has been removed, licences will be issued via the ballot system annually.
Status
This is in progress, and will not be completed until either 2026, or when there is no further demand for taxi licences.
This decision will be implemented with decision 1a - limit number of new licences.
The taxi licence cap for both Alice Springs and Darwin is scheduled to be removed in 2027, unless the annual ballots between 2022 and 2026 show that there is no demand for taxi licences in that region, whichever comes first.
For example:
- The 2022 Alice Springs and Darwin taxi licence ballot is only offering multiple purpose taxi licences.
- Alice Springs has 5 multiple purpose taxi (MPT) licences available for allocation.
- Only 4 eligible applications are received through the ballot.
Result
The cap will be removed in Alice Springs for multiple purpose taxis, given that the demand to issue multiple purposes licences in the Alice Springs region was underwhelming.
The cap will remain for standard taxi licences.
