Delivering a better planning system

The Northern Territory Government (NT) has delivered on its commitment to restore integrity and confidence through reform of the planning system in the NT with the amendment of the Planning Act and Regulations and the introduction of the new NT Planning Scheme 2020.

The new legislation will commence and the NT Planning Scheme 2020 come into effect on 31 July 2020.

The Government listened to the community and key stakeholders’ feedback during the reform process with each stage responding to and building on the outcomes of previous stages.

The focus of the planning reform was to simplify the structure of the NT Planning Scheme to support an improved, more balanced and transparent planning system to foster community and industry confidence.

The new planning system also:

  • more clearly defines responsibilities of individuals and bodies
  • introduces new timeframes at key decisions points
  • introduces requirements to notify applicants and submitters.

The contributions of both industry and community during the three stages of comprehensive consultation were invaluable in progressing the reforms.

The broad range of feedback received throughout the consultation process made it impossible to incorporate all suggestions or opinions in the reforms; however, a scheduled second phase of reforms will provide an opportunity for some of these to be reconsidered.
